The NCTest application was developed by the Center for Urban Affairs and Community
Services, a division of NC State University.
If you have any questions, comments, or concerns regarding this privacy policy, or the operation

2. Changes
This privacy policy may be updated to reflect changes in state or federal law regarding the
privacy of student information. Contact us as mentioned above for any previous versions that
may exist.
3. Governing Laws
This application is governed by the laws of the United States, including the Federal Educational
Rights and Privacy Act (FERPA),and the State of North Carolina. Access to the application is
only provided to a limited set of educators and students of the State of North Carolina. This
application is an official tool offered by the State of North Carolina and is used to perform
activities mandated by state and federal law.
4. Use and Collection of the Data of Children
This application is a tool for the administration of statewide assessments in the State of North
Carolina as authorized by the North Carolina Department of Public Instruction (NCDPI). The
data collected via the application consist of the student responses to test items on the
assessments.
These data are only used for the purposes of the programs administered by the North Carolina
Department of Public Instruction. The data are not used for marketing purposes. Any access
must be approved by the NCDPI.
5. Types and Methods of Data Collection
Information About Others: This information is not collected.
Technical Information: The following technical information is collected:
- The IP address to access the application.
- The pages users visit within the application.
- The type of device used to access the application, along with operating system and
browser.
- The date and time visits occur.
Information Directly Associated with Usage of the Application: The following information
supplied by the test administrators or students while administering the assessments are
collected:
- Username and password of the user logging into an assessment, or a code/ticket
number used to access an assessment.
- Which student is being assessed, either by name or student id.
- Responses to the questions in each assessment.
- Control inputs that are used to play audio or activate tools within the application, such as
the highlighter.
Please note that the application already displays information such as student ids and names
because these data have been furnished by an authoritative source prior to use in the
application.
6. Dissemination of Collected Information
Information collected with this application may only be viewed by the staff directly involved in
maintenance and support for the application, as well as certain staff at the NCDPI, and at the
local public school unit administering assessments. Only the programmers and systems
engineers have direct access to the data as collected by the application. Information collected
through the application is loaded into proprietary systems for use in the NCDPI Annual Testing
Program.
7. Records Policy
Information from the application is typically archived and removed from the system annually.
Students may not request deletion of information; however, deletion of individual records may
be performed by the NCDPI or public school units, at the direction of the NCDPI.
8. Security of Information
Test administrations are conducted over encrypted communications (https) using TLS 1.2.
Access is limited to those with roles working with the students of the State of North Carolina, as
authorized by the NCDPI.
